I doubt this will be "solved", as FM uses standard Maven settings in a way the Maven guys didn't intend them to be used. Currently they "only" output Warnings not to break anything, but otherwise they would have treated these scopes as errors.
One thing I am hoping on, is that this part could eventually become configurable one day. Right now, I doubt this will happen soon.
