Think I got a solution.
If I add ModuleBase to a frame, it will be included into locale SWF.
Then it's possible to load the locale via
ResourceManager.loadResourceModule...
<frames>
<frame>
<label>XYZ</label>
<classNames>
<className>mx.modules.ModuleBase</className>
</classNames>
</frame>
</frames>
Maybe someone can give a comment to this?
