I don't have a Team->Share option when I right click on a project that
I import from my working copy (already checked out of the repository
to E:\Inetpub\flexprojects\projectname)

It does seem to recognize that it's in Subversion, because I have
stuff like Commit, Apply Patch, Disconnect, and Add to Version
Control.

Two problems.  #1 - it's already in version control.  Tortoise-SVN
knows it but Flex Builder doesn't seem to.  #2 - Commit doesn't seem
to do anything.
