Answered my own question shortly after posting (as ever)! The answer was:

Before installing Flex Builder 3, eclipse already had an actionscript
2 editor installed and .as files were still defaulted to that editor.
Changing the default editor for .as files did the trick
(windows->preferences->general->editors->file associations)
