---------- I think u should try programmatic skinning
1st find out the default skin which u will get in
c:\Program Files\Adobe\Flex Builder
3\sdks\3.0.0\frameworks\projects\framework\src\mx\skins\halo/tabskin.as
go thru it, understand it
write a class of tabskin extending this tabskin.as
over ride the method
override protected function updateDisplayList(w:Number, h:Number):void{..
use the graphics object to create tabs if ur tabs count increases
