Hi,

I dont think geography really matters while selecting the technology that
should be used. You should decide based on what content are you going to put
in your website. If your website will just contain plain text pages, then it
doesn't make any sense to use Flex, use HTML. However, if you are using some
complex functionality like charts, datagrids with complex filtering, dynamic
animation based on user interaction, etc then Flex is the tool for you.

Today, almost 98% of the users across the world have Flash Player installed
on their systems. So you need not be worried about whether the user will be
able to view the site or not. And even if they dont have the latest version,
they can install it very easily.
