anoop, AIR(adobe integrated runtime) is a runtime which you require in order to run AIR applications on your desktop, its a free runtime just like flash.You can create your AIR applications using the same standard flex builder, make sure that you choose to create an AIR desktop application, when you will compile and run your application you would notice that your application would run using AIR runtime in a seprate window(just like a standard stand alone windows application) instead of running in a browser in case of flex.
