Hi, I also got this error today. I noticed that when I closed the application in debug mode without letting it complete the load, it gives this error. Basically Flex debugger is trying to connect to an application, but the application is closed. So its still waiting (and will wait infinitely... or till a timeout). And in this period, it wont allow launching of another application and it gives the adl.exe error.
Solution which worked for me: In the DEBUG window (Window -> Debug), you will find an application that is active. Select it and click the Terminate button (the red square button). Then it should work. Stopping it from Task Manager will aggravate the issue. Its always better to handle it from Flex Builder itself. @Flexian, Let me know if this solution works for you.
