why not you give a try to popupmanger class of action script. use addPopUp or createPopUp method.
something like this, PopUpManager.addPopUp PopUpManager.createPopUp They accept few parameter like, which DisplayObject need to add as a popup, where to add popup etc. I would recommend you to go through the flex help once.
