Not that it matters to me whether it is or not. The language name is ActionScript and not Flex. Flex is UI framework.
function overloading is supported. Java doesn't have virtual functions too. Java doesn't have multiple inheritance too. So, Java isn't 100 % OO language. Again I am not a language lawyer, and it doesn't really matter if ActionScript is one or not - point is it gets the job done.
