I found the solution for SMTP-code:-

$mail_object =& Mail::factory("smtp", $smtpinfo);
/* Ok send mail */
$mail_object->send($recipients, $headers, $mailmsg);
?>



And for Tomcat-server cann't say, but on Apache-Http-Server 2.2(AHS) works 
well. For working with that AHS-server it needs configuration like first we 
need to install the AHS-server than there comes some php-setup, that also we 
have to run...and there we selects AHS 2.2 as the web-server, than it works.

In more concise- look for
 - Apache Http Server 2.2
 - Php Installer
If you make the above configuration, than I can assure you that it will 
works-out of your problem.

  PHP is server side language , You have to copy it at server end and use 
HTTPservice or AMFPHP to call your PHP .

      <a href="mailto::....etc... in html is written , similarly what you have 
coded in javascript is almost similar to that, the only diffrence in javascript

        I don't think directly you can send message from flex . I used to PHP 
code at server end to send mail to recipients . Call this PHP code from flex .
