Hello
Try to send all cart data in an XML (formatted string, not Flex XML type!),
with POST method.
Something like this:
<cart>
<headers>
<cartid>12</cartid>
<paytype>paypal</paytype>
</headers>
<data>
<item id="76">
<productid>40</productid>
<qty>1</qty>
<price>6.00</price>
</item>
<item id="77">
<productid>120</productid>
<qty>2</qty>
<price>11.50</price>
</item>
</data>
</cart>
In the php parse the xml ( try this:
