the 1st scenario is due to the fact that the browser reloads the flash
application on refreshing. It can be handled partially in java script. it
can also be handled using shared objects. you can save the current tab in
the shared object and on application load show the corresponding tab.

for the 2nd scenario you can use viewstack.selectedchild or
viewstack.selectedindex property of the view stack.
