Show redraw region option comes only when you have the debug version of flash player installed. This can not be disabled at least not that I know of.
For the end users, the normal version of flash player should be used as its much faster. Not to mention that your final version of the swf should not have the debug version enabled (in flex 3). In the meantime, will check if there's a way ot get rid of the items.
