Did you tried by downloading AIR SDK from http://www.adobe.com/cfusion/entitlement/index.cfm?e=airsdk Create a copy of the sdk to which need to upgrade and place the extracted contents in Flex Builder 3\sdks\X.X.X\runtimes This may help to solve the issue
