For spark components, you have to specify Scroller explicitly.

                        <s:layout>

                                    <s:VerticalLayout />

                        </s:layout>

                        <s:Scroller height="100%" width="100%">

                        <s:TileGroup id="myTileGroup"
requestedColumnCount="2">

                                    <s:Button label="Button 1" height="200"

                                    <s:Button label="Button 2" height="200"
width="200"/>

                                    <s:Button label="Button 3" height="200"
width="200"/>

                                    <s:Button label="Button 4" height="200"
width="200"/>

                                    <s:Button label="Button 5" height="200"

                                    <s:Button label="Button 6" height="200"
width="200"/>

                                    <s:Button label="Button 7" height="200"
width="200"/>

                                    <s:Button label="Button 8" height="200"
