That´s a very generic topic. You need to develop a Flex client with a kit of custom components to drag&drop. Then you need to export the created data to any format or save it to database. And after all I guess you will need a server application to handle user accounts, web site generated data and other stuff.
As you can see there are a lot of factors in the hold proccess, so you may be more specific and ask here for the Flex specific tasks.
