I am not sure what are you trying to do. Do you want to make it full screen on clicking of a button, then follow Shalu's suggestion below. If you want to do something with F11 dispatch, you need to let the browser know that you dispatched an F11 key event in your swf. Use ExternalInterface to let browser know that you want browser to do something.
