No Graphics Environment

Hello, all. We're attempting to install a new Flex application on our 
headless Solaris server for cooperative development on Flex prototypes 
for an eventual application. When attempting to view our application in 
a browser, we get

"An error occurred because there is no graphics environment available. 
Please set the headless-server setting in the configuration file to 
true."

However, this setting is set everywhere it can be, and restart after 
restart of the Jrun server and redeployment of the application, we 
still receive this error.

Any thoughts? Our samples application runs with no problems.
