Cathy, Thank you...I set <headless-server> in flex-config.xml to true and it worked! Do you know why that switch is required to be on for Flex Store but not Flex Explorer? Is it that Flex Store has layered containers? I know it's not the images in Flex Store because I have another app that I based on Flex Store that breaks in the same way yet it has no images.
