Well here's the solution. :)

One of the other developers was testing something and in IIS set the Execute Permissions to Scripts Only from Scripts and Executeables. What this caused was the browser to load indefinitely - it wouldn't even time out. There were no errors in the log files... With debug mode on and set to generate and keep .as/swf's - it wasn't even getting to that either. The only other clue was that IE popped up a _javascript_ thing about some lc_id variable.

I methodically compared the IIS settings of a machine that was working and most similar to the problem machine and noticed that Execute Permission difference.
