Anything you can do in Flex, you can do in Flash, and vice versa. 
They're both based on the Flash platform.  But some things are much,
much easier in Flex and others are much, much easier in Flash.

You can use all of the Flash APIs in Flex, or you can create an
animation in the Flash IDE and load it in Flex using the Loader
component.

There are no inherent limitations in Flex with respect to animation,
as far as I know.
