Yes that is very much possible but remember size of splash/preloader should
be small otherwise application would take sometime to download those things
before showing an actual preloader.

You need to write a custom class for the same, look at the following links.

Is it possible to make a kind of splash screen by adding an image to the 
loading/initializing bar that starts every Flex application? Or - is there
