The component can be any container. If you are going to have a fixed size for the menu, then I would create an mxml component using a canvas. Canvas allows you to specify the exact location of each element (image, and the text or label controls). This is fastest to render, and easy to control.
If you think you might want to allow a developer to modify the width, (or content!) of each menu item, use some combination of HBox and Vbox.
