Andrew: Your first problem was that you used Craigslist. :) That's why your replies have been all over the place. I would focus on some sites or mailing lists that specialize in that kind of stuff. Hit up the user group websites and look for mailing lists for jobs. Look at sites like flexgigs.com. The rates of Flex programmers are going up each and every day. The biggest thing I had to realize is that just because someone knows Flash does not mean they can do Flex. I tend to use Flash programmers for the stuff they are excellent at - the visuals - and use the OOP programmers to handle the logic. Keeping someone around that knows the system might be a challenge as well, as there is such a huge demand for good developers you might see some jumping.
Rates REALLY range by demographic, level of the task and LENGTH of the task. My rates can vary $40/h plus or minus, but mainly land over 3 digits an hour. Rates in SF are bound to be higher than here in Utah. If you are willing to pay, there are some SHARP Flex/Flash guys out there, but if your budget can't handle it, I would suggest finding some good OOP programmers (Flash or C# background maybe) and growing your own. Training is cheap, but it's the ramp up time that could kill you. Next option - telecommuters. If they can attend/perform live screen casts, do they really need to be physically in the office AFTER the project kicks off? As far as the consulting firms go, there are are few shiny red apples out there, but some of them hire some.....ummmm...."shady skilled" programmers. What would I do? Budget: Hire some good OOP programmers that WANT to learn, then hire the best independents you can find to work side-by-side with them to train them and get you off on the right foot. THEN you take it over from there and just use them as needed. Most of the big boys/girls don't like to work on a single project for very long anyway.
