I suspect that the Flash Player folks made this decision on the grounds of usability. Non-mathematicians understand "rotate this graphic by 90 degrees" a lot better than "rotate this graphic by pi/2 radians". Of course, the argument to the sine and cosine functions has to be in radians to meet mathematical convention.
