I suspect that the Flash Player folks made this decision on the grounds
of usability. Non-mathematicians understand "rotate this graphic by 90
degrees" a lot better than "rotate this graphic by pi/2 radians". Of
course, the argument to the sine and cosine functions has to be in
radians to meet mathematical convention.

anyone understand why for instance displayObject.rotation is in 
degrees whilst everything else (Math.functions for instance) use 
radians?
