Silly question time, but do you have your tomcat installation and your OC4J installation on the same machine?
If so, are they running at the same time? If so, you'll probably see that lcds app running on tomcat has already bound to the port 2038, and so your lcds app on OC4J has failed to bind the RTMPEndpoint. Take a look at your OC4J server logs, is the listener being set up correctly? Gk.
