Make sure Flash Player is installed completely, click on the Detail Button 
(Assuming your using the Adobe Uninstaller), make sure it doesnt say anything 
like delete on reboot. Next install whatever Flash Player you want with the 
Debugger. Find where the Debugger is installed, Double Click on it to open it , 
close it and go back to flex builder and it should work. Sometimes when you 
uninstall it, firewall blocks it and won't unblock it unless you maunally 
launch the FlashPlayer.exe ( which is the Debugger).

  It seems kind of mysterious, but I think you're on the right track. Internet 
Explorer is rubbish, windows is pretty ordinary and (IMHO) Eclipse is terrible. 
There's a lot that can go wrong! I'd try first rebooting :) Then completely 
uninstall (with Adobe's removal tool) and reinstall the Player plugin. After 
that, try the same with Builder. After that, well... I love my Mac :)

    debug version.  It was installed properly yesterday, so I don't know
    what happened.
        Do I need to uninstall and then reinstall Adobe Flex?  Or how
    might I figure out what kind of action to take.  It's hard to figure
    out what to search for among the help.
