And I totally agree with you; I would get mad myself using it. 
Unfortunately it is a really specific requirement from the customer 
who keeps insisting on.

All I can tell is that several lazy users of this application cut 
generous portions of other users' reports pasting into their own.

The brilliant "solution" was to ask me to prevent cut&paste rather 
than talking to these problematic users. It will probably turn out to 
be little more than a minor problem for copycats, but a major PITA for 
all the users who use templates or, for example, cut&paste between the 
application and msword to spellcheck the text.

I'm quite confident that the customer will understand that this mess 
is not worth the effort and not a solution to the problem after all, 
but I guess he'll have to _see_ that to understand it (i.e. I'll have 
to implement it anyway :)).
