Uh, no.  SWCs are bags of definitions that get pulled in if there are
dependencies on the definitions.  At the end of the day, the graph of
dependencies is traversed.  Whatever is referenced goes into the SWF,
whatever isn't referenced doesn't.

The problem/issue is that the dependency graph starting at Application
touches a great deal of the framework (i.e. Applications have alert
windows which have ok buttons...)

The size stabilizes rapidly, there is just a high initial cost for using
the framework.
