I don't know if there's a way to access it (probably it's not even initialized at that point), but even if you could, this would make your preloader too heavy I think. I would put static text in the preloader and display it depending on the user's preferred language. I don't know how you detect the language, but I think it should be doable with javascript and ExternalInterface (perhaps there's a simpler way?).
