Of course, but once a flex app is downloaded to the client, it will not need to be downloaded again until some event (like clearing a browser cache, etc.) forces it to be downloaded again. Flex apps don't need "good bandwidth to open", in fact, after initial download, they should perform the same or better than a "normal" html app.
