Hi Josh, It's hard coded into the Flex Builder java code. They figured since they thought it only needed to be in a form that they would remove it from the components panel (hard coded) and add it majikly when a designer dropped a control into a form (container).
Seems like this is creating your own reality and I myself really don't like these kind of hard coded aspects of flex builder. There should be a preference to enable-disable this type of functionality, disabled from the start.
