[flexcoders] Set eplicit width and height it will not scroll.

Hello,
       I just set up an app in flex but it only scrolls in the browser
when I set the width and height to 100% in the app tag. If i set the
width and height to an explicit value, player does not scroll.  I also
set the verticalcontrolpolicy to "on" in the application tag.

Can someone please help me understand why I does not scroll with
explicit values.
