Do they need to be separate deployments? Are you just trying to serve different content to users from different countries or will this live on different servers with different deployment and maintenance schedules? If you're going to do different deployments (with different schedules for maintenance and deployment) then I'm not sure what the argument would be for keeping these as the same application. Then it's just a matter of perhaps a shared code library, and keeping each of the three in different directories in your SCM tool.
