Make your message handling as thin as possible. 25 is a very achievable number.
Use the FB3 profiler to investigate what you might be able to optimize... You might want to look into BlazeDS (http://opensource.adobe.com/wiki/display/blazeds/BlazeDS/) as a potentially faster alternative to FDS.
