As an Eclipse plugin (as well as Flex) developer I have thought about implementing something like this for Flex and AIR. Some frameworks are starting to appear in the dependency injection space for example but it would be nice to have a full plugin framework in place similar to the Eclipse RCP. There seems to be a glut already on the Flex framework space but I think this would be useful.
As an aside in the Eclipse community (more specifically in the e4 i.e. Eclipse 4 planning discussions) there is talk of doing a web based Eclipse and Rich internet platform. RAP already provides something along those lines using AJAX, there is some interest of doing an equivalent implementation using Flex. That would use more or less the existing JFace and SWT APIs so it would be of interest to current RCP developers who want to target Flex, not Flex developers per se.
