Sorry, eventually found it to be floatingBorder_mc and found that the
only way to manipulate it was "after" draw() had been fired (to do
with createOrDestroyScrollbars())

So, i put in a doLater and disco.

Few things I've found along my way with TitleWindow / Panel is:

- When you apply the Zoom effect, the controlBar_mc tends to not
resize itself accordingly (happens every now and then)
- When you apply a creationCompleteEffect it basically sets the
titlewindow visible up front and *THEN* applies the effect (ie do a
parallel zoom+fade effect).
- When vScroller kicks in (ie childrens combined height exceed the
containers height) it will scroll down/up but won't terminate at the
top of the controlBar_mc.. in that the pageSize does not take into
account controlBar_mc

One cool upgrade i did to the PanelClass, was remove the
createDropShadow and replaced it with the brand new spiffy dropShadow
filters in FP8... noiiiicee.....
