This may or may not help... I get this error every time I create a new project (Don't ask me why; It just started one day).
I found that I had to go into the Global Security Settings Manager (http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04.html) and add the bin-debug directory of my new project.
