I would assume the reasonable use case associated with this toggle was 
derived from the "active links" concept of HTML.
If you apply that you could put things into perspective!

For example, flex applications are typically associated with 
single-screen applications. And any user-interaction anywhere on the 
screen might result in a change in data somewhere on the same screen. 
This would now require the user to be informed about the button that he 
clicked that resulted in the current result!
Considering other controls such as checkbox, tabs, etc, the button would 
also assume the same behaviours.
