The image URL to be stored in DB should be RELATIVE to the deployed swf file (i.e. "assets/image.jpg" assuming the dir that contains the swf also has an 'assets' dir and in it the 'image.jpg' file. Once you do that, it's easy to get the image URL and set the Flex image source to point to it.
