Reboot. Use the file explorer to locate the bin-debug where the html and swf are. Try to launch the html file in your browser. If it doesn't run, that's why the debugger didn't connect. However, rebooting can often affect whether the debugger runs. Verify that you have a debugger player and it wasn't upgraded to a release player at some point. Try a different, new empty project and see if you can debug that.
