I assume he means that the event never makes it to the loadThisModule function.
Also, I assume he means that he uses the popupmanager to "create a popup panel". With that said, IIRC, the application is not in the bubbling chain and will never receive an event from a popup. Again, IIRC, you would need the eventlistener on the systemmanager as that is the base of a popup.
