The problem with modules loading the same RSLs will be fixed in Gumbo i10 http://bugs.adobe.com/jira/browse/FB-15470. The StyleManager.loadStyleDeclarations issue sounds like the same kind of problem. To work around the problem I would compile my CSS swf and modules in a separate project where they are statically linked instead of using RSLs. For every SWC you link as an RSL in you main application project, link those SWCs as "external" in the CSS swf and modules project.
