In order to upload the image, you will need to handle the binary data sent from your Flex app on the server via some server side language (ie. ColdFusion, PHP, Java, etc...). All Flex does, is facilitates the transfer of the data from the client's computer via rpc/web service/http service etc... Have a look in the Flex docs for the File classes used to select the image within your app.
