You just need a small Java servlet (or PHP or Perl or anything) that takes a URL as an parameter and pipes the URL's result to the servlet's ouput stream in UTF-8. Should not be more than 10 lines of code. I'm guessing someone on the list has already done this. I don't know if this conversion will automatically be done in the next version.
