OK, slight variation:

             import mx.managers.PopUpManager;

             public var popUpTitleWindow:PopUpTitleWindow;

             private function button_click(evt:MouseEvent):void
             {
                 if(popUpTitleWindow == null)
                 {
                     popUpTitleWindow = new PopUpTitleWindow();
                 }
                 PopUpManager.addPopUp(popUpTitleWindow, this, true);
                 popUpTitleWindow.setFocus();
             }
