I'll take a stab at this since I've done both Eclipse and Flex work. I suggest you read up on ModuleLoader, sub-applications and RSLs.
Basically, one SWF can load another, and you can of course have your individual applications implement interfaces. But there's nothing like the Eclipse plug-in config format, extension points etc. that I know of.
