The event fires, but the response may not come in for a very long time on a slow network

Or at least, I am assuming that. On my computer I am consistly getting user data (just another server call) before application loads but on a user computer the application loads before the user data. My question is it correct to assume that the initialize event fires before the whole thing is loaded? Thanks
