Just go to your software updates and install Subversive. I've never checked out from a public server but I would guess that its not much different than a private server.
If you want to use SVN locally, on windows, the easiest solution BY FAR is to install VisualSVN and get the TortoiseSVN client. Create your repository. Use tortoiseSVN to check them in. Use subversive to check them out into FB. Takes about 10 minutes to hook FB up to a local SVN server, check out your code, and do a build.
